About the difference between publishing cheats and security holes, security holes could theoretically be fixed by everyone. But if you dont have the knowledge you will have to invest a lot of time learning (though you *can* fix or at least work around them if required).
Cheating on the other hand can only be prevented by server admins, as a non-admin you can't do anything about it.
So a public list of avaible cheats has no use to anyone but cheaters and server admins and since both groups are rather small compared to the whole playerbase why would a public list of cheats do anyone else good?
Beside even the knowledge that certain cheats exists might kill fun during play because even if you don't look for them consciously you might sometimes wonder why someone killed you 4 times in a row. IMO this distrust based on the knowledge of avaible cheats can be almost as bad as the cheaters themselves because it has the potential of destroying a community (especially one as small as ours).
I also think that you shouldn't publish the names of any known cheaters. Sure it would give them another reason not to cheat (if they are dumb) but generally faking names and false accusations do far outweigh this small benefit.
IMO accusing someone of cheating by mistake is even worth than cheating. So anyone who makes any accusations better double and tripple check the evidence he has against the presumed cheater.
Fox example you need the evidence itself,
a demorec of the cheater or his *serious* confession
then you still need its validation, either by
a static ip or a time matching dynamic ip compared against ICQ or any other way to proof the identity of the cheater.
And even if you got all of this evidence, think again if there isn't the slightest chance that you may be wrong.
Basically you can't stop cheating. The only thing you can do is make sure that everyone who is smart enough to cheat is also smart enough to see all the bad implications that are brought upon a community by such behavior.
