I second Diego's suggestions.
I think one of the reasons Snipe's server has been laggy for many of us it because it is connected to a residential RoadRunner cable-modem (65.24.177.27 resolves to cpe-65-24-177-27.columbus.res.rr.com). The pings are misleading since, although the server's download speed is about 4,000k, its upload speed is only about 384. Plus the fact that he hosts other game servers at that location. And on a cable modem, traffic flows only one way. Whenever there is data coming in, no data is going out. On a T-1, the data transfer speeds are slower (about 1500 each way), but it turns out to be a lot faster since upload and download can occur at the same time. there are no interruptions during the transmission causing vehicles to disappear then reappear.
