Thats true. I dont think anyone is saying that we should have female rulers just for the sake of it, to make up for all the years without ( alrthough some of those stupid ultra-femininists might be ).
Women smarter than men? I dont think so. Boys do worse at school and in exams than girls but thats because of the different times they mature. At 3 or 4 years old, boys are marginally more intelligent. Overall I think it evens out.
