Iraq and Afghanistan cost a lot of money too ...
Perhaps you should tell Bush there's oil hidden beneath the Mexican soil ?
And if that doesn't work then you should tell him there's lots of terrorists hiding in there as well ...

But tourism is the biggest industry in the world, and making Mexico a desirable place to live would save us a whole lot of money in other areas.

Tourism is the way to go. It would certainly help on the environmental side of things. I don't think there's any natural ressources and the only advantage Mexico might have is cheap labour and zero taxes on exportation. There's some activity being generated by multinationals in the North of the country so the change would start there.

Maybe not any major mineral or oil resources, but I'd bet with more efficient and scientific agricultural maintenance, produce production and trade profits could be increased greatly. And the advantage (ideally) would go to the Mexicans, who with fair business laws might be able to get equitable recompense for their labor in their homeland. Furthermore Mexico could be a virtual Paradise if environmental regulations were put in place, and if health standards were raised it could be a more popular destination than Hawaii (cheaper air fare too).

I don't actually expect it to ever happen. Too many details, too many devils. Its just a nice Utopian dream of mine.
