I'd read that once you enter vault 87 you were tied into the end of the main quest & therefore the game but you can walk away after picking up the energy weapons bobblehead without having that happen. You will have to deal with the enclave president & you should save after you've cleared the bobblehead room. Depending on your previous choices you can exit to the wasteland to do as you please & have Fawkes as a follower.

If you head back to the Citadel and report and they'll want you to come with them to stop the Enclave right away. All you have to do at this point is tell them you're not ready yet and you'll be free to go back out into the Wasteland.

You can continue the main quest past the Citadel, pick up the big robot & start your assault on the Jefferson thinger if you want to & still walk away before the quest locks you in.

I've left it at that point & am doing Operation Anchorage.

If you wanna steal the terrible shotgun without killing Smiling Jack, steal the ammo for it, leave the area, then re-enter, and voila, he won't have it equiped anymore, so you can steal it.

That book looks cool, it really does.
