UDK =/= mod tools for a game.
UDK has limited assets to use. A game like UT3 or Bulletstorm has many + a frame to work with.
Simple mods are useless to do on UDK because there's no game to play with them. Making maps for gameplay is essentially a waste of time as you can't use them anywhere. As are weapons, mutators and all that.
It would definitely add some worth to the game if it had an editor. How much depends on your opinion.
