I did a google search for "Latency GalaxyAudioSubsystem" without the quotes and found this.
Question: "I have a vista and dual core, and when I'm playing UT99, The sounds are very blurry and It's quite laggy. Maybe the lag is just from the high ping the servers have, but the sounds are very annoying. They all seem fuzzy as if they're from a radio transmission. Anyone know how to fix this? (I have retail version of the unreal anthology)."
Answer: "Hi. This sound bug occurs when using Windows XP or higher. I can't remember the specific reason, but to fix it you need to alter the audio latency settings in your UnrealTournament.ini. The settings are too low for XP and it causes that fuzzy audio.
Browse to UnrealTournament\System, open your UnrealTournament.ini and scroll down to find the audio settings [Audio.GenericAudioSubsystem] and [Galaxy.GalaxyAudioSubsystem]. Find the latency setting for both. The default will be Latency=40. Change it to Latency=110. That'll solve your audio problem. You may only need to edit it in one of those audio sections, but I forget which one it is so adjust it in both. I've been playing UT since 2002 and it's one of those things I've had to do every time I reformat."
Here's what is says here:

"Latency designates how fast sounds fade out. Keep as it is."
something else I found"
"To fix the garbled sound, open your unreal.ini file in notepad, scroll down to the [Galaxy.GalaxyAudioSubsystem] section and change the line that reads Latency=40 and change it to Latency=60
Save and close and restart Unreal, this should fix all the garbled sound problems. If it still isn't working just right try changing the number to 70, 80 etc Some people swear by 100.
The fix works on any of the original Unreal Engine games - RTNP, Deus Ex, Unreal Tournament, Wheel Of Time, Rune etc etc
Cool, gotta try this out, maybe it would fix the sound problems with my Soundblaster."
SkaarjMaster: Personally, I didn't notice any sound problems in Unreal or UT with my Audigy2 and XP, but maybe I'm not listening correctly. Maybe these fixes only apply to on-board sound, but one guy said he had a Soundblaster but it could also be an old one. Anyone else heard of this problem? Thank you.
