Seems like a police dash cam, which automatically turn on when they hit their lights and can also be left on at the officer's discretion.

Wow. As original this commercial is, I can only understand why it has been banned. The only way I can see it happening is on late night channels playing adult toons where all the grown-up, Monster/redbull mass-consumer-teenagers are plugged on.
