I don't get it...

It's a track switch, which has no 2nd track connected and it is switched to that non-existent 2nd track. So any passing train will be derailed.

Actually tracks like that are quite normal, I was a railway engineer for 7 years, tracks like that are called stoppers, the picture doesn't show it well but that is probably just a side track for loading up carts, the track can be split to ensure the cart won't roll away. They're a sort of old fashioned now though, but yeah that's what that is.
