I know Crowze, but when you say 'UT' these days, everybody assumes you're speaking of 2K4. You have to say 'UT99' or 'UTclassic'.

Indeed. And never did I say it did that. I'm saying that it makes you 100% combat effective. As in, you can still fight the good fight within mere seconds of being wounded, as if nothing had happened. Which is silly. You don't limp, you aren't stuck sitting on your ass. You just throw on a bandage (within seconds, by yourself) and you're ready to go again. This is an engine limitation...
Realistically, if you were shot, you would (most likely) fall. You would at least throw up your arms/flinch...something...
I'd like to meet the fella that can take two shots to the chest and continue shooting at you as if nothing even hit him (like the current players do).
I played Urban Combat once, and it sucked. I'd prefer to not play it again in the form of INF. Bandages are just silly right now.
I'm convinced that it's impossible to code realistic 'falls' and 'limps' in UT (regular, not 2K4...I would say 'UT99', but that's incorrect). And hit detection is still something this engine sucks at. Like I said before, I think all of this is a little too ambitious for such a terrible engine...
All in all, I still believe increasing bullet damage solves a lot of issues.
