Why do you say that? There is only one map author and several hundred map downloaders; shouldn't reviews be focused on the 99+% of the people wondering if they should download it or not? If map authors want improvement, they can ask their beta testers or those beta-map/playtest sites.

At Mapped I always get newbie maps and review them accordingly. They stink, I say what needs improvement, and the mapper is better off but a few hundred people reading the review are left thinking, "Another 3/10? Oh yay. great." I'm not sure everyone is better off that way.

He could do like the esteemed qualthwar does and say "Nothing to see here, better luck next time. End of review" and then give the author a page of reasons why his map got 1/10...it takes more time but its much less discouraging than just getting a 1 line review. Besides, a good number of the non-mappers would be able to see exactly why the map was bad from the tips.

You're still focusing on the 1 mapper and the few mappers who also read, who are all still heavily outnumbered by the casual player.

A 1/10 review... no need for a page of reasons. Just point them to a set of links on UnrealEd tutorials.

They should have known better before before submitting.

well depends why the map sucked.
if its overall suckage then no one wants to read anythiing about it.
if it just sucked in one area, some players might still like it so it pays to write about it.
i like all kinds of castle maps, i even dl some that get bad reviews if they werent completely ragged on.

I remember when NC seemed to decide to start letting people know that their map might have been better off in the experimental folder (the dustbin icon on most desktops) - I liked it. I think the problem with Sunspire is that every review read more or less that way - coupled with a read through the forums, it was like getting smacked with a wave of negativity. Give 'em time, see what they're really about. Then decide if they've got a decent site or if they're a pile of schmucks.
