This just popped into my head, so its not well thought out or well written, but heres my lowdown:
Add more noise to movement than just footsteps. Sloshing canteen, weapon parts jiggling, etc.
Add extra sounds for higher bulk, IE magazines clanging, multiple primary weapons make a huge racket if moving at anything faster than a walk, and still are quite loud when walking.
This is just a brief, please feel free to develop this idea. I like it, because it would give a scout/recon unit more incentive to carry less. bleh, need sleep.
