Is this possible, complete with the textures on the meshes? I'm mainly after projectiles and gibs.

Yes. Use UT Package Tool (or maybe even WOTGreal) to open the UT99 .u file pacakges and extract the textures and meshes (search this forum, google, or UnrealWiki to find the link). Be prepared to do some model conversion though (Milkshape3D can be very handy for this) before you can import into UT2kX.
