In Photoshop duplicate your image layer twice and use Filter->Blur->Gaussian Blur at different values per new layer.
Make both new layers Soft Light and adjust their oppacity to you likings. That's how I did it. I made a better tutorial somewhere in Off-Topic->Digital Art & Web-Desgin a loong time ago.
