Umm... no. You don't have to. Just make a BG for your loading screen and save it in a UTX file. Then open your User.ini file in your UT2004/System folder and find a tag like this:
[GUI2K4.UT2K4ServerLoading]
Then type in Backgrounds=1.2.3 Where 1 is the name of the UTX file Name, 2 is the Group name and 3 is the texture name. I don't know if you know already though.
