If I'm using EvilEngine's Skaarj, what happens if I go online? Will everyone just see me as that generic demo bot skin?

What abou LAN... If I nstall the Skaarj pack on all PCs, will they all show up right (including customizations)?

Keep in mind if you play lan as the HOST everybody will be forced to download the character model from your computer. Sometimes takes a bit.

What? LAN uses the same netcode, so it only makes them download if the package is in the ServerPackages, which it should normally not be.

If it's a LAN party of some sort, wouldn't everyone make sure they have the other players characters/skins installed anyway? If the Host computer UT3 install has it and all the other players' computers UT3 installs have it, would there need to be any extra server stuff at all to get it to work properly?

But there can be difference between listen and dedicated servers theoretically in that regard.

We play LAN games with two PCs, where the host is playing as well (so not a dedicated server), and UT3 wants to transfer characters if they don't exist on the client PC. It's tremendously annoying, mainly because the transfer speed is much slower than the network. An aggravating circumstance is Vista's retarded behaviour about permissions when we try to copy stuff manually.
