Usb Modem Problem On Vista x64

As you might know my internet sucks and I have to use a USB Modem To have internet Resources. Well anyway I tried to use it on my computer (my new one) and I Installed all the drivers (I think) and i still cant connect

It says Modem cannot be found,, all the time.

also is there any program that can delete any file?
