Hey, I reinstalled UT3, downloaded the Titan Pack again, installed the Titan Pack - then got a message confirming it was installed successfully, booted up UT3 and it was still the vanilla version. I downloaded patch 1.3, installed it, then reinstalled the titan pack and it is still not working, the vanilla splash screen still pops up along with the game itself.

You need to install Patch 2.0 first and then the Titan Pack. The Titan Pack depends on features and things that were added in Patch 2.0, and it will not work in previous versions of UT3.
You also won't be seeing too many servers online without Patch 2.0, since 2.0 servers will only allow 2.0 clients to connect.
