They did arrest him. His name is Ricardo José Neis and he was 47 years old at the time.
Even if the bikers are a pain in the ass, he snapped and ran over 20 people. That's not right to do...
Fortunately there were no deaths.

Oh, I couldn't find anything mentioning him.
Under Brazilian law, suspects are not charged until police finish their investigation, which could take up to 30 days.
Hey, at least the law does something right.

Because Critical Mass takes place without an official route or sanction, participants in some cities have sometimes practiced a tactic known as "corking" in order to maintain the cohesion of the group. This tactic consists of a few riders blocking traffic from side roads so that the mass can freely proceed through red lights without interruption. Either way, cyclists have to obey many of the same traffic laws as cars

I have had cars pass me turn around and come back and hurl a handful of gravel or change or something in my face as they speed by. Mind you I am on the shoulder or in the grass so I am in nobodies way. I've had them swerve real close and blare there horn, throw cups of liquid, ect.

My personal thoughts.

The psychopath in the car should be locked up. The fruits on the bikes should be fined for blocking traffic and/or if they had permission to do so the moron that approved it should be fired for not also arranging detours for displaced motorists.
The thing is you are willing to obey traffic laws, many of those CM cyclists aren't

I ride with a small digital camera attached to my bike to catch anything epic (or clumsy) I may do on trails, after that happened a time or 2 I started riding with it on while riding my bike anywhere.

Concrete footage of such a thing can cause tickets, fines, and even jail time in the case of throwing stuff at people from moving vehicles. And I do turn the footage over to the cops. I suppose if so inclined I could sue also.
