If they're doing it on purpose then whatever, those kinds of people are the ones who are always getting into accidents. I agree with you that if people make a mistake they should find another way to get to where they are going instead of trying to get in the turning lane they missed. However the majority does not think that way.
The thing is that if you are preventing them from getting in you are blocking traffic in that other lane. Just keep a distance from the car in front and let the geniuses/lost people get in, it will flow much better than staying bumper to bumper, for both traffic lanes.
