Edit: I'm not sure the Pi was the best option, considering the Beaglebone Black and the PCDuino. But with it, one can create an FM transmitter (from 1 to 250 Mhz) just by connecting a 30 cm wire to a pin and software, also it has decent maturity and the lowest price

Now, the Pi will not have the luxuries of a packet radio modem, an ham radio or even mains power. It will use an SDR dongle as a receiver, and a solar powered battery. Very challenging, if it even possible
