ALG, I would have said, before you go out and buy another power supply, you should check your voltages to see if they were in fact messing up.

Oh well.

Force v-sync off, Raffi? What for? I have mine locked at 60 because anything more than the refresh rate looks like ass. Likewise, anything less looks equally as assy. Thus, if I'm not running a constant 60 FPS, which I hardly ever do it seems, it looks like ass. Course, I haven't updated my Catalyst drivers in forever... Maybe they did something cool with those. v4.11 -> v5.7 Here I come!

VSync creates mouse lag more often than not (even if triple buffering and reduce mouse lag are enabled). Why don't you increase your monitor refresh to 85? Since online your FPS is locked at 85 (or at least it is on my machine... it depends on your rig specs, game settings, etc.) that's the best thing to do. It's kind of like a hardware VSync.

Erm, VSync doesn't create mouse lag at all. All it does is caps your frame to your monitors refresh rate.

Now turning on triple buffering may give you mouse lag if your frame drops below 40.

Don't use triple buffering :)

Not only does it burden your system more, but your ping is actually increased slightly as you're seeing a frame that was drawn a few milliseconds ago (if you want to get UBER picky...)

IMHO vsync isn't that necessary anymore if you can crank yer monitor to 85 Hertz. However if you get 'frame tearing' then absolutely put it on. The steady picture can seriously help your game, whereas the ripped one can seriously affect it.

Elec - lag can be caused by a few options in vsync/mouse stuff dependant on rigs. Was a big issue a while ago :)

Electrolyte, it does. Let me demonstrate:

For the purpose of this demonstration, I'm going to refer to two computer components: the video card and the monitor. The video card can, chances are, put out more frames than the monitor can display (in terms of refresh rate). After the video card renders a frame, it must wait in queue until the monitor is allowed to display it. This creates a minor (but noticable) mouse lag. Depending on your settings, though, this lag could be reduced.

The "Triple Buffering" option allows the video card to render more frames in the delay between when a frame is rendered and it is displayed. This means that the frames you are seeing on your monitor occured even further in the past, which can be associated with mouse lag.

The best option nowadays is to increase your monitor's refresh rate to 85hz, as edhe said. I know a few people who drop their resolution down to 800x600 so they can play at 170 hz (which is 2x85). I tried it once and I must say it's quite amazing how the game looks and feels at those settings.
