Over half of your player base cannot run the game because they're not interesting in upgrading their machines and..
..the graphics don't contribute a single thing to gameplay features.
Then what's the point?
Upgrading graphics is expensive in both time, effort, and money for both devs and players.

It's amazing that the "next gen" version of UT actually has less features that the original which was released TEN YEARS AGO.

Half life 1 takes up 600mb and runs on a pentium 2. It has more gameplay features or at least better weapons.
And so it goes. Extreme example, but you get the point.
Hopefully UT3's paltry sales figures will help.
