I watch it due to my mother loving the damned program. Personally it irritates the crap outta me, but last time this issue was raised there were calls for it to go to a referendum. The audience cheered.

The referendum on the euro was promised in labours last election manifesto. There is nothing in the UK system that forces labour to have a referendum, it was just a concession to the euro-sceptic majority so they could get elected. The euro sceptics could then go ahead and vote labour, safe in the knowledge that a euro referenum any time soon will fail.
I seriously doubt that there will be a referendum on national ID cards, despite some people cheering the suggestion in the Q&A studio.

Like MetalMickey is saying the UK's constitution contains nothing that means these things will have to go to a referendum.
Our constitution is flawed. Once the drooling Sun/Guardian reading masses have voted for who they've been told to the leader of the party that got in does pretty much what he/she wants.
Our system was never designed to be presidential and so is missing the checks, balances and seperation of powers that a presidential system needs.
