I would like to set up my server so that thre are at least 2 players in the game. This means that I want to add a bot when only 1 player is online.

Is this what I need to do?:
- disable world stat
- leave "Min net players" in the server config page to 1
- set "Min players" in the bot config page to 2

does this affect map voting? (do you get only 50% voting if it's just you and a bot?)

Yep, that should do it. Bots don't affect Mapvoting at all, so if there's only one client, the map they vote for wins easily enough.
