Two Factor Authentication is now available on BeyondUnreal Forums. To configure it, visit your Profile and look for the "Two Step Verification" option on the left side. We can send codes via email (may be slower) or you can set up any TOTP Authenticator app on your phone (Authy, Google Authenticator, etc) to deliver codes. It is highly recommended that you configure this to keep your account safe.
Nothing that relates to UT2003 though---those threads are from March 2002, months before UT2003 was released and before any usable information about it was available.
So, yes, we basically lost every bit of UT2003- and Unreal II-related content we ever had in this forum.
The Unreal Wiki hasn't been affected by all this though. Many things that were discussed here have been documented there.
