Help me plz!!!! im a noobinator

SOMEONE PLZ HELP ME!!!!! I am the noobinator at skinning and i could use some help! I am trying to get a skin that i downloaded into Upaint but i dont know how. I want to change the color of it so if anyone could help me it would be greatly appreciated!! Ooooo and nice forums im a new member and they r great!
