General UT2003 & UT2004 Question

This is directed mainly at the expert-level skinners and modders, since I'm trying to get information that is as accurate as I can get.

For at least as long as I've been working with UT2003 and 2004, my assumption has always been that UT2004 is more of an update pack of UT2003, and that everything that was in UT2003 is in UT2004, hence why nearly everything (with the exception of certain mods and mutators) works in 2004 from 2003.

Am I wrong for assuming this? If so, what's been changed from 2003 to 2004?
