Eh. I'm of the opinion that most of UT's shortcomings are in the armor system. I don't think drastically changing the weapons, which are geared towards movement and starting health, will achieve anything monumental.

I also have no point of reference to certain default values on what you're presenting. My first thought, is if those weapons are to be that lethal, they need to be hard to use. Slower projectiles, slower rates of fire, etc, etc.

Indeed, I have tried to offset the generally increased lethality in several ways. For example, the RL's rockets being slower now and the Flak Cannon becoming even more inaccurate. Anyway though. Here are the default values for all the weapons:
