First , i use GoldWave that is downloadable by anyone (shareware , but the limit is the number of actions at each usage , high enough for what we do here , no time limit or no functions hidden) .
After starting Goldwave and loading Crackle-In.wav , Crackle-Out.wav and the voice that needs tweaks , i just cut and paste the Crackle-In and Crackle-Out in the beginning and ending of the voice sample. (as easy as selecting/copy/paste/delete of a word or a notepad)
After that, i cut/delete the unusefull silences at the beginning and the end of the voice itself (again very easy).
then i select the voice only (not the radio crackles) and i apply this method in this order
1/ i click on Effects ->Dynamics and i select the "preset" Sign Changes
2/ after this , i move the 2 middle "up and down" pointers until i have the exact sound i want (not too much noisy background, but not too much clear) and i click OK when it is good for me. (after several sound tweaks sessions, i know +/- where to put them for each sounds now)
3/ Now the 2nd filter will be used , again i click on Effects but after that i select Filter then "Bandpass-Stop.." and i select the preset "Voice Hum and Hiss filter" and i click OK , no need to tweak anything there , as what will decide the final quality is point 2/
4/ now, the voice sounds really as a radioed one , but sometime you will need to up or down the sound volume of the entire voice sample or just some part of it , you will see yourself when you will hear the complete (+raido crackle) .wav file.
The best setting in my opinion is to not have the voice having a too much higher volume than the radio crackles.
But again, it depends of the radio voice.
I hope that it will help people that want to make the radio voices or help tweaking them.

Here are the last 2 pack i needed to tweak. I tried to apply the same radio-like effect to the voices (+the 2 crackles) .
I hope they are good enough , i am just very tired now

I like a lot the shhh effect . Maybe it is a bit too high, as it covers the crackle (and i think to be more understandable with the shh , voices need a bit higher volume too)
But if you want to make the same treatment to all the pack actually finished (only DarkBls radio pack does not need that, as this kind of background noise is already integrated) , be my guest : the final langage pack will have a very polished feeling in my opinion at the end if such a nice addition is made.
