Erhm, obviously by releasing it to the public they will (in most cases) be receiving feedback, which will hopefully help them become better modelers/skinners.
Why dump them on a site like this where the skins are likely to get lost :
http://www.ut2003hq.com/index.php
Or 'forget' to include contact-info like this one :
ttp://skincity.beyondunreal.com/?section=author&action=show_infos&id=875
Never mind that few even have proper version-numbers for their skins/models.
Altough perhaps Epic can help by making version-maintenance for custom content a little easier and foolproof. It should help prevent version-conflicts for characters on servers as well.

As we are talking about these Picassos, anyone can tell me why they release skins without team colors?
because they're lazy ...
because UT2k3 did have those teamlights so skinners could be lazy ...
because in UT'99 adding teamskins was complicated compared to UT2kx ...
Altough sometimes it is difficult to create a good team-alternate, but then again that is caused by the skinner or modeller not even thinking of teams when designing the original skin in the first place.
There is only one thing worse than no teamcolours : the red/blue paintbucket-variants which even Epic used on some characters.
