Changing controller deadzone in Unreal engine games

I'm trying to play Borderlands 2 with my wireless 360 controller for Windows, however the camera will often pull to the left even when I'm not touching the stick. I've looked through all of the .ini files and there are settings for the deadzone within the controller bindings but changing them does nothing.

Something strange worth noting is that settings in the all of the .ini files I've opened don't match up with what I have them set to in game. In the game I have mouse sensitivity set to 30 and mouse smoothing off but in all the .ini files mouse sensitivity is set to 60 and mouse smoothing is set as TRUE.

What is the correct way to go about changing the deadzone for a controller in Unreal engine games?

Are you sure the thumbstick is returning to the center, physically? I've seen a few 360 controllers that would occasionally rotate when you weren't touching the thumbsticks. Turns out they were just a little sticky and needed to be opened up and cleaned.
