If there's not enough in the budget for one of FEMA's top 3 threats to the US, and then I look over here and see that a whole lot of money is being spent on a war, what am I to conclude other than a big chunk of the reason why something so apparently important can't get funds is because of the huge money pit at the center of the budget?
Practically, what's the difference between "took money from it to give to the war" and "can't afford it but can afford the war?" There isn't one, and you're arguing semantics at this point.
