Ok, I remember in .2 or .3 you guys made it so that if you can't join in the game if someone on the other team has died, or something similar.
This was needed in teamplay where rounds could take forever because people were rejoining and therefore coming back to life, as it were.
But in CTF or in any "respawning" type of game, this makes it so that no one can play until the entire ctf round ends... and this might be a while.
So you might just do a check on whether you have reinforcements enabled, and then disable your "forced to spec after someone on the other team dies" fix.
