Do you realise you just uploaded an 800x600 JPEG that is nearly 1.5MBs big? I don't know how the heck you managed that... but spare a thought for the 56k'ers.

What renderer are you using? This kind of problem tends to be renderer-specific (and most common with OpenGL, at least in UT).

yeh. the guy renamed untitled.bmp to untitled.jpg ...
he thought this will do the the trick ... lol

& 'bout the problem ... looks like trouble with textures.
may be he should try 2 change his 3d driver ...
I mean options->preferences->change
so UT will try 2 detect his gfx once again.

I've seen this before but I can't remember what the cause was if any. Have you installed the latest drivers for that ATI Rage Pro of yours ? Try this command in UT's console or quick console :

flush

Ok I will try that, yes I believe I have the latest drivers. And i renamed it from .bmp to .jpg becuase all paint would do is .bmp. And im so used to typing .jpg for a image ext. I wouldve typed it and messed up so I just renamed it.

1. I'm not talking 'bout gfx driver . I'm talking bout UT driver. Like openGL, Glide, Software render
2.it's not that hard 2 convert bmp into jpg. Irfanview for example. (free picture viewer)
3. i'm using 56k. U feel sorry 4 me ? that's make me happy. but U better convert your image next time. feeling sorry doesn't make it load faster

3. Get cable. I'm sorry it was so big, but I couldnt help it at the time.

I read on my newspaper that 4 56K users just died : for all that is good in this world, delete your BMP and put this in the place :
http://img49.exs.cx/img49/4733/utthing.jpg
same picture but 70ko .

-advice about your problem:

1st if you are under Linux , stop reading , this advice can't help you.
If you are under Windows , you can continue.

You should use this 3rd party OpenGL render for UT.
Extract the file you will extract fomr the .zip you can download directly by clicking there " OpenGLDrv " to the folder named System that can be found in ...\UnrealTournament\System\
Overwrite the file already there that has the exact same name.

Now launch UT with the "safe" mode shortcut of UT that is located in your Start -> Programs -> Unreal Tournament menu.

select the option "Change your 3D video device"
if OpenGL is not in the list, tick the case "Show all devices"
Select OpenGL Support and click Next.
After all it will launch UT in OpenGL , with the very good 3rd party renderer that you have installed previously.

This should really get rid of your problem.
If not , more help involving the content of the UnrealTournament.ini file should follow, but 1st : install the 3rd party OpenGL and select OpenGL as a render for UT by following the advice up there.

Notice : you should download the utility named Irfanview that Glider of Chaos mentioned , it is a really great utility that i use since some years.
Support lot of picture formats, quick and easy browsing of a directory full of picture , mass pictures conversion from a format to another.
And it is free.

UPDATE
Forget the advices i just wrote

i just read your other thread and noticed your system specs
AMD K6-2 368MHZ(I know it sucks, so dont say nothin about that please)
160MB of ram
4MB/256 internet connection.
Running Windows XP Pro
I have a AGP Rage Pro 2X 3-D Video card
With this system, you should have way better results in Software than in D3D or OpenGL , while being at a very low resolution.

I remember on a very old system that is dead now , UT was only "playable" in software mode (and in 512*384 too) .
This system was a bit lower than yours , so you should have a good result in 640x480 with the Software rendering.
Stay away of D3D and OGL and the higher resolutions.
This should do the trick for you.
To change rendering use the Start -> Programs -> UnrealTournament -> Safe mode to change the 3D video device as suggested up there, but select Software rendering this time.
