But, I'd still like to know exactly what you mean by this (sorry if this is another dumb question):

Its just becfore the patch, you had to goto content download and download a bunch of 4 block things that unlocked them for play.

Once you beat the game, it unlocked some Downlaodable content which was the additional characters. They were always in the game they were just locked. He was simply saying a ver tiny download unlocked each character, and now they have just included those all into the patch.
