Two Factor Authentication is now available on BeyondUnreal Forums. To configure it, visit your Profile and look for the "Two Step Verification" option on the left side. We can send codes via email (may be slower) or you can set up any TOTP Authenticator app on your phone (Authy, Google Authenticator, etc) to deliver codes. It is highly recommended that you configure this to keep your account safe.
Looks like they're considering updating it. I think that just like Defense Alliance they're going to have a "community edition" of the ut99 Inf.

They can try, but personally I must say that it isn't worth the normal price you pay for a game... And then ofcourse they need to have a publisher which has a license for the unreal engine..
IMHO Strike Force doesn't have the potential as Tactical Ops had.. (And they were picked up by atari which ofcourse already has a Unrealengine license)
