As promized it's out in times, still a lot to do tho...
Please read carefully the installation instructions found in the readme.
Main Features (from Readme text) :

- Change of all weapon's internal, external and terminal ballistics.
- Decrease of weapon's rate of fire according to the UT's Hardcore Mode which is 10% faster.
- Even tho they're not... Suppressed firearms are now concidered as using subsonic ammunitions.
- Greatly lowered recoil, damage and penetration for supressed assault rifles, bullets velocities are set to subsonic.
- Change of wallmarks made by supressed rifles (they now print tiny holes like the ones of Five-seveN and P-90)
- Change of most projectile's effects on armors.
- Both UZIs share the same 32 rounds magazine.
- Same for MP5K and MP5A2.
- Removed Burst Fire mode from MP5A2.
- MP5/40, MP5K and G3A3 do not eject a round when doing tactical reloading (MP5K and G3 anims are a bit buggy).
- Fixed the bug where the M16A2 shows like an M203 is attached in the third person view when using Yurch's new40mm.
- The M2HB is one shot-kill weeeeeeee!
- ScopeKickMod set to 0 for all weapons (even M4A1).
- No More KickMultiplier.
- Armors protect from the 1st shot of PSG1, G3 and FAL.
Edit : Well, as said by Olethros you need UN HandGunFix and C7 Mutator to get IBT working, you can download them following the links above.
Concider this version of IBT as beta, a new version w/ problems solved and some other features found in IWE will follow in the incoming days (maybe 2 or 3).
