I don't think it matters where you focus development as long as you give the PC the appropriate amount of polish. Look at Borderlands. It's a qualified console game, however it works perfectly on the PC anyway. Why? Because they spent enough time making the PC version what it should be instead of just copying and pasting the code (I know that is underexaggerating the amount of work involved).
It's also a good example that, if your game is good enough, having a few issues in the UI doesn't really matter (as long as it is mostly functional).
