I have been playing both Unreal and UT since their releases and I play it almost every day, if only for bit.
I have only seen a few cheaters in Unreal, and they were obviously just fooling around, like a 0 pinger (i.e. server admin) flying around, or naliplayer, etc. Never seen a "real" cheater (ie. discretely cheating) in a real match.
In UT, if you play with "admin" enabled, your name becomes white, so it is obvious. I have never seen a "real" cheater in UT, and I play a lot!
If you say you are new to UT, it is likely you are just still adjusting (and getting blasted). UT has some VERY powerful one-shot kill weapons (like the shock-combo). I wouldn't be surprised if a new UT player gets kills 30-0 against a bunch of good players.
Even if only the map is new to me, I easily drop down to "newbie" status myself, no only because I don't know how to navigate, but also because I don't know where the powerups are. In UT, knowing the map, powerups and weapon-choice alone makes a HUGE difference in your success.
Even a "expert" play will feel like a newbie at times, if the map doesn't fit their style. Eg. Shocker prefer open maps, while Flakers like tight maps, and unless you are good with both weapons, scores can swing wildly.
If you think you have seen a cheater, describe him. Maybe we can explain it, or maybe he IS a cheater, haha.
