What can UEd for UT3 do that UEd for GoW can't?

Just curious, I keep reading that GoW editor/modding is much more limited than UT3 and I'd like to know in what ways.

Can UT's editor open GoW packages?

I'm pretty sure there's not too much difference between the Unrea lEditors of GOW and UT3.

The big difference is, that you can compile UnrealScript with UT3, but that's not a feature of the editor itself.
