Weapon acuraccy when aiming

I was thinking... maybe you guys have something planned, but heres an idea: When the weapon is at the waist, have the acuracy be lower than when its up at your eyes. And when its at your eye level, have perfect acuracy but lose the ability to run. Only walking since you cant run with an m16 in your face and shoot at the same time. I think this would make a lot of sense, and be fun and realistic at the same time. What do you think?
