I found that there's not a lot of voice in UT2k4 and the death cry...is...euh....so anyway is there anyway to convert voices and sounds from UT99 to UT2K4?

Yeap. The UAX packages with voices are simply useable in UT2004. Open up the editor and open the packages, and then create a voicepack, although I have no idea how. But it's possible and easy ;)

I'd like to bump this thread because I have created several dozen voicepacks for the old UT (UT99 as you call it) and I need to convert/import them to UT2004. When I try to open the old UT .UAX files in the UT2004 UnrealEd it crashes.

Do I need to export all the .WAVs, import them in UT2004, save .UAX, then re-point the voices, compile/save .U? Essentially recreating them from scratch?

Are the commands similar in the engine I could just change the .INT file?

Yes, you need to reimport them. And I'm not sure, but UT2004 no longer uses INT files for anything else but localisation, so everything should be done in the U file.
