UT99 Jailbreak Balance Teams Problem!

Just recently started a jailbreak server for the zeroping instagib scene. Its located at irc.protium.org #zpjb as a pug chan. Anyways new to jailbreak settings and all. Current problem I am having is the server won't let anyone switch. Don't know what to do. Also another problem I encountered is I don't see the extra release protection/pickup options in webadmin. I extracted all the files from the installation folder to the appropriate server folders and don't see that. Could that be effective it somehow? Nm figured out I had to set TeamBalance=BALANCE_NumbersBot
to
TeamBalance=BALANCE_None
