I host a little UT2003 CTF server, nothing fancy. I put some bots on it so players will have something to shoot at while they wait for other players to come in. The bots always play at novice skill level though, which is pretty lame. 
I tried every bot skill setting I could find to raise it, but they still play only at novice level What obvious thing am I missing here
