Doubt it. UE2 Runtime was always free for non-game, non-commercial (and non-native code) projects. Your quoted statement simply means that the UE2 Runtime will be available for commercial projects as well, but likely without access to native coding, which would require an actual UE2 license.

The Unreal Engine 2 Runtime only provides access to UnrealScript code, so modifications are limited.

He meant that UE2 will become available for budget indie developers as an alternative to the popular (and rather crap) Torque engine

If UE2 was open source and free, then Epic would lose loads of money and go out of business. Ditto for UE1.
