Trouble with dynamic lighting

Okay, with my new graphics card, I activated dynamic lighting to help make my levels more atmospheric. After altering some properties on a light source, I now have a light source that pulses red on UnrealEd. However, when I go to test that level out, the light source is not pulsing red. Hell, it's not even emitting any light. The room is completely pitch-black, and I'm completely befuddled.

Can someone just explain, step-by-step as if I'm putting a fresh light source into a room, how to make the dynamic lighting work in both UnrealEd and in the actual game? Dankelicious everybody.

P.S. Oh, and also, it seemed as if not all of the dynamic light modes worked, like Firewaver...can anyone explain how to make it work? Thanks again! :)
