text box opacity?

For some reason the chat box is invisible when the background it is on is bright, and this means that there is no hope in seeing what people say on maps like Jerusalem, unless you look at the ground. Is there a reason for this silly rule, and could someone make a mutator that makes the bg slightly more opague?

This is due to the renderer. Let me guess: You're using Open GL, correct? :)
Keg, for me it's worse in D3D then in Chriss's OGL, where it's still far from good.

Could someone write something that made all team-say appear in white at the top of the screen like when the admin is talking or else made the text box solid when new text appears and then slowly fade to it's default?

This is a map issue as much as an INF issue -- making the text box opaque enough to read against an overly bright sky would likely obscure the view on darker maps. But perhaps a client-side fix which you could toggle on and off would be nice.

well theres actually an option in the hud section that says 'transparency' which has become useless since the release of 2.9.
It's not useless (well it works for me IIRC) but the highest non-transparent setting is still to transparent. The highest setting (Opacity=16, 15 is the highest working value in the inf user ini) which disables transparency was disabled couse it would couse problems with ... the compas/waypoints... or something.
