Would it be possible to tweak Ued 2 in order to make modding for the first splinter cell game possible? It would be a treat to be able to make more missions and add custom NPCs etc.

The Unreal Editor can always only be used for the game it came with. Only in very rare cases you can load the created maps in other, similar games. For example you can load UT2003 maps in UT2004, but usually not the other way around. Similarly you can create Unreal/RTNP maps in the UT editor if you only use the Unreal assets, but both Unreal and UT must be on their latest official patch.

Splinter Cell, apart from the engine and package versions, is a completely different game. Even if you can get custom maps to load, the editor can most likely not use the Splinter Cell specific packages to add the required actors.

Probably not. It runs on a highly modified UnrealEngine 2 so I doubt that even if you could somehow make the files compatible with the UnrealEd of another UnrealEngine 2 game you'd get far with that.
Unless they release an SDK for it (and they won't. The game is dead) you're out of luck.
