I can't create the light from any static mesh placed in my level in the the substracted brush. The options doesn't work in UnrealEngine2 Runtime. What problem is in?

Did you set the lighting properties on the mesh lighteffect_none and lighttype_static? It works in runtime. However, you mesh should not touch the ground or any other bsp surface. Otherwise it won't give out any light.
